http://www.phpeclipse.com/ is pretty good. If you don't mind shedding a few dollars ZendStudio directly from Zend is great (http://www.zend.com/en/products/studio/) they have a free trial.Personally I use phpeclipse most of the time.
I just use a "raw" Eclipse - no PHP-specific plugins.Something lightweight that just did formatting (no annoying auto-complete stuff) would probably be nice, but I don't work with PHP enough that I've bothered to go looking for one.
Sublime Text 2 is incredible. http://www.sublimetext.com/2
Look for IntellJ its the one who rule them all.
I have tried phpeclipse, textmate, php storm, IntellJ and the one I have been using and simply love... Is Net Beans by far. Fantastic tooling, great plugins and really great auto-complete. Super easy to install and zero setup. Just start a php project and start jamming.
PhpStorm beats them all — http://www.jetbrains.com/phpstorm

Thanks, I do actually use VIM alot especially when onsite or a short fix/adaption to an application. For local development I'm going to give IntellJ a go see how I like it.
